Finance Coordinator Assistant

Medecins sans Frontieres (MSF) is an International Medical Humanitarian association that delivers emergency aid to people affected by epidemics, healthcare exclusion, armed conflict and natural or man-made disasters. MSF is working in Tajikistan in the field of Tuberculosis. Our projects focus on providing treatment and social support to the patients, and currently our activities in Tajikistan consist of holistic TB treatment in our Project ZERO TB in Kulob.

MSF is currently looking for a qualified, capable, flexible and motivated person for the position of Finance Coordinator Assistant. Job Location: Dushanbe, Tajikistan

Purpose:

Assisting the Finance Coordinator in the implementation and follow-up of the finance activities of the mission, while executing the accountancy and payment related tasks for the capital, according to MSF policies, standards and procedures in order to ensure documentary traceability as well as compliance with local labour and fiscal regulations.

Accountabilities

Supporting the Finance Coordinator with delegated tasks to ensure proper management in the mission (budget, accounting, treasury, reporting, donors, auditing procedures, legal financial obligations, etc.) including the translation of documents and assisting in meetings upon request.

Keeping updated on local laws and regulations and informing the FinCo of any changes or misalignment with the practices in place. Ensuring respect and strict compliance to MSF standards (chart of accounts, quality of documents, guidelines, expense validation procedures, cash security rules, etc.).

Carrying out delegated accounting tasks and activities for the capital, ensuring confidentiality on all finance issues related to MSF as well as the strict control of all expenditures and the reliability of statements and documentation.

Processing payments, ensuring that receipts and supporting documents meet the necessary quality standards.

Filing and/or scanning hard copies of documents, entering information in the accounting software and performing monthly closing procedures for the journals under his/her responsibility.

Following up on rental/service contracts and insurances dates and informing the FinCo on time to organize payments and renewals.

When requested, replacing other members of the Finance/Accounting Manager or Project Administration Assistants during their absence.

Context Specific Accountabilities

Prepare, control and monitor and bank transfers, and record transactions in the accounting system, ensuring all documentation and authorizations required to support entries are provided.

Maintain petty cash and record transactions in the accounting system.

Processing online bank payments. keep strict on all documentation involved & ensure the payments are authorized as per the validation Table.

In consultation with other department prepare monthly schedule of all regular payments and follows up on late or missing invoices.

Generate Payroll booking in UF.

Prepare HQ supplier payment request and sending to HQ.

Performing monthly reconciliations before closing the monthly accounts, managing bank reconciliations and monthly bank statements.

Monitors the balance of bank accounts, Update on daily basis the bank transactions follow up and advises the FinCo if funds are falling short.

Follow-up of the monthly project money request and ensuring money is transfers on time as per project MMR

Ensure the monthly regular statutory payments; Social security, Income tax and other payments are paid as per the payment schedule and assisting in filing of tax returns in accordance with tax law.

Submit monthly report to Govt. online platform.

Responsible for regular routine bank communications as per the mandate

Assist in providing support and respond to inquiries from the project finance team regarding MSF financial policies and procedures in colaboration with Tashkent FAM.

Assist Tashkent FAM to close UF monthly accountancy on time.

Responsible for reviewing the monthly bookkeeping of project and DSO and scans to HQ by checking the completion, accuracy and organization of documents and responding to HQ queries

Assist in Preparing documents for audit (external & internal audit)

Performs requested duties during additional workload or absence of Finance Assistant and FAM.

Performs other related duties as required.

Requirements

Education:

Desirable finance, business or administration related diploma.

Experience:

Essential previous working experience of at least two years in relevant jobs.

Desirable experience in MSF or other NGOs in developing countries.

Languages:

Essential, mission working language and local languages.

Knowledge:

Essential computer literacy (Word, Excel, Outlook and Internet);

Good working knowledge on MS Office.
