Cashier/Disbursement Specialist
The Project development objective is to expand access to and usage of selected digital public services and enhance digital skills of the population. The project consists of two main components designed to leverage digital technologies for both social objectives (i.e., inclusive access to public services) and economic objectives (job creation and economic growth):
To support the implementation of the planned activities the Project intends to hire a Cashier/Disbursement.
The Cashier / Disbursement Specialist will be responsible for control and oversee the disbursement and verification of receipts in Designated accounts Project funds to ensure implementation of activities stipulated in the Tajikistan Digital Foundations Project. As well as assistance in preparing of Withdrawal application, reconciliation of the Client Connection data with the accounting records.
The applicant to fill this position should comply with the following minimum qualification requirements:
• Higher education in finance, economics, or similar related disciplines;
• At least 3 years of experience in any position in finance or accounting;
• At least 1 years of work experience as a Cashier/Disbursement Specialist in IFIs funded projects, preferably WB Projects.
• Knowledge and experience in maintaining financial and accounting records, preferably in international organizations and/or government agencies;
• Solid knowledge of accounting and financial procedures, accounting and tax rules and regulations in Tajikistan;
• Knowledge and practical experience in the 1-C Accounting software;
• Knowledge of MS Excel and MS Word programs, e-mail, Internet and office equipment;
• Ability to work in a team, strong interpersonal skills;
• Fluency in Russian and Tajik languages (written and oral) and working knowledge of English.
The selection and recruitment of the specialist will be carried out through the “Selection of Individual Consultants” method in accordance with the World Bank procedures and World Bank Procurement Rules for IPF Borrowers, Procurement under Investment Project Finance: Goods, Works, Non-Consulting and Consulting Services, July 2016, revised September 2023.
