Aga Khan Health Services: With community health programmes in large geographical areas in Central and South Asia, as well as East Africa, and more than 200 health facilities including nine hospitals, the Aga Khan Health Services (AKHS) is one of the most comprehensive private not-for-profit health care systems in the developing world. Building on the Ismaili Community's health care efforts in the first half of the 20th century, AKHS now provides primary health care and curative medical care in Afghanistan, India, Kenya, Pakistan, and Tanzania, and provides technical assistance to government in health service delivery in Kenya, Syria and Tajikistan.

Role and responsibilities

The Head of Human Resource will provide leadership and strategic direction on Human Resource issues, and help develop and/or review Human Resource policies for the organization in liaison with Head of HR in Geneva, Switzerland

· Contribute to the overall business strategy as part of the senior leadership team by advising the senior leadership team on the human resource implications of strategic decisions.

· Advise senior leadership and line managers with regards to Human Resource Planning in line with the organizations’ operational plan / budget and strategic development.

· Coordinate training and development of the existing human resource, recruitment, and retention strategies form a key component of this function.

· Design and develop strategic training programs with project managers and senior leadership.

· Manage the budget for Human Resources.

· Deal effectively with employee relations issues in a fair, independent manner respecting the values of the organization and the individual through effective mediation and coaching.

· Working through a team of other HR professionals s/he will be required to deliver top quality workforce planning, recruitment, performance management, development and talent management, industrial relations and effective legally compliant HR administration, payroll and HRIS.

· Implement Staff Compensation and Benefits plans in accordance with the policies of The Aga Khan Health Service, Tajikistan.

· Advise senior leadership and line managers with regards to Human Resource Planning in line with the organizations’ operational plan / budget and strategic development.

Skills and Experience required

· Bachelor’s degree in Human Resource Management, Social Sciences or related field.

· Master’s degree in Human Resources Management will be an added advantage.

· 10 years of experience in Human Resources will be an advantage and a minimum of five years of HR management experience including exposure to working in an international environment.

· Excellent problem solving skills, effective interpersonal communication, strong analytical skills, excellent coach and mentor.

· Proficiency in Microsoft Office Suite and be conversant with Human Resource Management Information Systems (HRMIS).

· Excellent written and verbal communication in English.

· Fluent in Tajik and Russian.

· Self-motivated and team player and eager to learn.
