Responsibilities:
· Understand and implement company’s integrity and compliance polices, delegation of authority document and BMS.
· Maintain and monitor daily accounts, cash & bank sheets on weekly basis and prepare reconciliations on monthly basis.
· Manage Accounts Payable as per compliance policy & DOA and ensure timely payments.
· Prepare monthly payroll for local employees in compliance with Tajikistan legislation.
· Data entry of revenue invoices, time and expense entries in EPICOR
· Coordinate internal and external audits as required by the Regional and Corporate Management
· Liaise with corporate office (Australia), Regional Office and other branch offices within the region for financial and accounting issues.
· Prepare monthly project invoices and ensure timely submission to clients.
· Handle billing & collection activities according to specific deadlines, follow up on invoices for timely payments, preparation of AR reports, reminder correspondence.
· Prepare monthly International Money Transfer Requests (IMTR).
· Maintain Assets Register
· Prepare monthly financial progress reports comparing budget and forecast
· Prepare monthly cash flow statements and cash flow forecasts.
· Prepare P&L forecasts on a monthly and quarterly basis
· Prepare budget on annual basis
· Prepare debtors & WIP review/analysis reports as required by the Regional/Corporate Management.
· Prepare and review yearly financial statements, review GL/trial balance, and ensure compliance with accounting and taxation standards.
· Handle taxation matters, including timely preparation & submission of tax returns for VAT and CIT and ensure compliance with local tax legislation.
· Withholding and Payment of PIT of international and national staff and other staff related taxes and ensure compliance with local tax legislation.
· Submit financial statements to SARAS.
· Monitor tax-related issues & audits and ensure compliance with taxation regulations.
· Handle requests from Head of Operations and Finance Management.
· Liaison with projects staff, other business lines, sectors/subsectors and regional & corporate offices staff
· Monitor and lead accounts/finance team in Dushanbe.
Qualification:
· Finance/Accounting Graduate
· Minimum 10 years of experience in Finance, Accounting & Taxation.
· Ability to prioritize tasks to manage competing deadlines.
· Good knowledge of financial reporting & analysis, debtors & WIP review, cash flow, forecasting, budgeting and bookkeeping as per accounting standards.
· Good knowledge of relevant tax laws, including VAT, Income tax (PIT & CIT), and government policies.
· Experience with 1C programs/similar accounting software is required.
· Proficiency in Computerized Financial/Accounting Software, MS Excel, Outlook, and Internet Explorer.
· Proficient in Russian and English languages for effective communication and reporting.
