Seeking Multiple Project Operations Specialists in Tajikistan

Chemonics International, a U.S.-based international development company, is accepting expressions of interest from well-qualified candidates for the USAID-funded Read With Me Project in Tajikistan. The project is recruiting multiple project operations specialists for long-term staff positions, to be based in Dushanbe, in the following areas:


· Design and implement a communications strategy for the project

· Organize and oversee communications campaigns, public outreach activities, and media events to support project activities

· Assist with development, writing, layout, and submission of reports and deliverables, and ensure quality control of all project reports and deliverables

· Help to develop communications and outreach strategies for project counterparts


· Draft project procurement documents including all solicitations, negotiation memos, consents to subcontract, and waivers

· Maintain clear and concise procurement files that document project compliance with USAID rules and regulation, Chemonics policies and procedures, as well as local or US government rules that affect the procurement process

· Provide guidance to technical and administrative staff on procurement compliance issues, in particular those contained in FAR, CFR, ADS, and AIDAR regulating procurement under the above referenced contract

Human Resources:

· Manage and oversee competitive recruitment process of personnel for project requirements

· Identify training needs of employees, prepare training plans, and implement training programs

· Perform job analysis/evaluation of employees and spearhead the development of employee engagement programs

· Manage and enforce employee compliance to company policies and procedures, and ensure that HR activities are aligned with applicable USAID mandate and Federal Acquisition Regulations

IT Services:

· Possess substantial qualifications in IT system management, with special focus on system needs assessments, system installation training, database development and maintenance, and website development

· Respond to staff service calls/requests as a first line of technical support, gathering information to resolve the problems


· Responsible for overall day-to-day management of project finances, including maintaining an effective financial structure to support the project

· Ensure that financial systems are compatible with standard accounting practices and follow Chemonics and USAID policies, procedures, and regulations

· Supervise accounting cycle to include preparation and documentation of journal entries, payment requests, and general ledger reconciliations


· Translate all project documents from English to Tajik and/or Russian and vice versa

· Perform verbal translation for project meetings, conferences, and seminars

· Translates legal and technical documents related to the project efficiently and accurately

Candidates should possess the following qualifications:

University degree in a relevant field, such as Finance, Accounting, or Project Management

Previous experience working on projects for USAID or other international donors

Knowledge of Tajikistan operating environment preferred, including registration, taxes, and local labor law

Demonstrated supervisory, collaboration and team building skills

Fluency in written and spoken Tajik, Russian, and English required
