Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international enterprise for cooperation and sustainable development, owned by the German Federal Government and active in 130 countries worldwide. On behalf of German Federal Ministry for Economic Cooperation and Development, GIZ has been working in Tajikistan since 1995.

GIZ is inviting applicants for the following vacant positionin the Health Projects:

Admin and Finance Officer

Area of responsibility

§ Providing administrative services for the programme;

§ Meeting the administrative needs of the office independently;

§ Managing the support of administrative staff at the programme office;

§ Ensuring that financial and administrative regulations are compiled well with GIZ standard procedures;

§ Filing documents in reference files or in DMS in line with GIZ’s filing rules.

Main tasks

§ Ensure that information is exchanged between project/programme staff, partners and other institutions;

§ Accompany the project/programme manager or other team members to meetings if necessary;

§ Prepare and organise internal meetings;

§ Organise administrative and logistical aspects of project activities (meetings, workshops etc.) under GIZ rules;

§ Coordinate with GIZ office on the mode of service delivery;

§ Ensure that computers and software function properly;

§ Monitor the availability of accessories and stocks and carries out procurement in accordance with guidelines;

§ Manage confidential files, specifically in the areas of personnel and finance;

§ Take minutes at the country meetings and provides them to the management on a timely basis;

§ Help prepare programme budget planning;

§ Help monitor expenses in accordance with the budget;

§ Manage and monitors the monthly accounting and financial plans;

§ Financial management, such as cash withdrawals, keeping the cashbook, bank accounts, preparing and entering vouchers in accordance with GIZ standard procedures;

§ Check travel expense statements of staff for approval by the superior;

§ Check requests for funds before release;

§ Audit project accounting in accordance with GIZ’s internal controlling manual;

§ Maintain good communication with national partners on upcoming events and financial aspects surrounding them (tickets, per-diems, accommodation reservation and etc.);

§ Monitor communication and interaction between governmental institutions, NGOs and society by analysing the media, engaging in direct dialogue, and participating in meetings and seminars etc.


§ University Degree in Economics, Business Administration or related discipline;

§ At least 5 years of progressively responsible experience dealing with logistical and administrative aspects in national and/or international project coordination. Working experience within the EU, GIZ or a similar international agency is an asset;

§ Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office);

§ Very good knowledge of Russian, Tajik and English, knowledge of German would be an asset;

§ In-depth understanding of financial planning and accounting;

§ Broad experience of management and administration;

§ Willingness to upskill as required by the tasks to be performed –corresponding measures are agreed with management;

§ Willingness to travel to remote provinces.
