Oxfam Great Britain is an International Humanitarian agency working in Tajikistan since 2001 addressing the Poverty issues in the region through an integrated intervention on livelihood security, public health, and disaster risk reduction by tackling problems associated with climate change, food security, water, sanitation, disaster preparedness, health and hygiene for poor people. Oxfam GB is looking for competent professionals to fill the following vacant positions:

Program Officer based in Panjakent

JOB PURPOSE:Contribute to effective and efficient implementation of the EC project under the EJ Programme and ensure multidisciplinary and integrated approach to the EC project in Ayni-Panjikent region.

This position will be based in Panjakent, but with frequent travel to Aini

Key Responsibilities:

· In collaboration with project team and partners, to implement high quality EJ (Economic Justice) projects including planning, implementation, supervision and monitoring.

· Build the capacities of local partners working in the field of EJ including climate change adaptation and Disaster Risk Reduction.

· Undertake regular projects visits to be responsible for project outputs and results within agreed deadlines.

· Prepare project activities progress reports and other documentation as required.

· In collaboration with project team and partners, share and disseminate updated information on the EJ Programme

· Organise trainings, workshops, campaigns and seminars for project beneficiaries, partners and government staff.

· Identify opportunities for Oxfam GB programme expansion

· Analyse the situation and the needs of rural communities and propose activities that would help beneficiaries to take advantages of their rights

Support Community Based Organisations to promote projects ownership, effective use of program resources and to ensure that previous projects achievements to be sustained and maintained properly.

· Exchange experience, methodologies and approaches with different stakeholders to ensures sustainability and harmonized approaches to support and facilitates replication of project’s experience by other actors.

· Support partners’ capacity building and ensure that partners are delivering quality and gender sensitised projects.

· Support establishment and registration of local partners

· Provide technical support to project’s staff and partners in the implementation of key activities and projects objectives achievements.

Skills and Competencies:

· University degree in related field (D)

· Understanding of development and relief issues. (E)

· A good working knowledge and experience of development work in NGOs and excellent knowledge of the local context. (E)

· An understanding of the project management cycle and minimum financial skills. (E)

· Ability to support DRR team effectively in the event of humanitarian disasters. (D)

· Ability to facilitate interaction between different development practitioners of various levels. (D)

· Familiarity with right based and participatory approach in development. (E)

· Able to apply assessment, analytical, planning and conceptual skills. (E)

· Sensitivity to gender and diversity issues. (E)

· Physical fitness for travel and willingness for sustained fieldwork. (E)

· Knowledge about rural livelihood in Tajikistan. (D)

· Good oral and written reporting skills. (E)

· Time management skills. (E)

· Good experience of government SCI reports and WWW reports writing. (E).

· Good communication skills and ability to work in team. (E)

· Sensitivity to the needs and priorities of disadvantaged populations. (D)

Fluency in English, Tajik, and Russian (E)

· Aptitude for computer usage. (E)

· Ability to work on Oxfam software (PeopleSoft – OPAL). (D)
